11A-Transitional Ownership

This is a multi-purpose form. For lien recording purposes, it should be submitted to a subagent or auditor following the creation of the lien in cases where the selling dealer does not have the Certificate of Title to the vehicle at the time the new lien is created (e.g., the prior lien holder did not promptly send the title after the lien was paid off). This form should be filed as soon as possible, but in any event not later than 30 days from the date of sale or the date of delivery of the vehicle, whichever is earlier, in order to timely perfect the lien in the event of a bankruptcy filing by the vehicle purchaser. For transitional ownership purposes, if ownership of a vehicle is being transferred to another entity (e.g., a wholesaler or auction house), the Transitional Ownership form is used to notify the Dept. of Licensing of the transfer when the Certificate of Title is not available. The form must be submitted within 5 days of the date of sale. This form may only be used in instances where the vehicle was previously titled in Washington. It cannot be used for a new vehicle, nor can it be used for vehicles that are titled in another state.
